This was written before watching Confidential or reading any other responses. I might have more to say later.
Meta observation with implied spoilers
Now he's officially Wrong, yes! The writers know he's Wrong, and I think they know he was Wrong in what he did to Donna. I'd like to think they know he was wrong about "saving" River Song's data ghost, too, but a future version of himself enabled that, so I guess not.
All these short-lived creatures die. The Doctor has always known that, but he's had trouble dealing with it since losing his own people. Nine had survivor guilt, but "Just this once, everybody lives!" was a cry of triumph, and "Just this once" was part of it. Ten's gone much too far into that, and regards failing to save somebody he thinks he knows as a personal defeat.
Now they can have the Master rub his face in it in the Xmas two-parter, yes please.
